            “The fairy tales circulated by a certain class of well-meaning pacifists, that there will be no further wars, must be taken with the proverbial grain of salt. If the pacifists will look around, they will find that, since the last great war, there have been wars every minute; and there are wars still, even at the present time.  True, these ‘little’ wars, such as, for instance, the Chaco war that is now raging in South America, cannot well be compared with the World War; yet wars they are.  It is most likely that we will have wars with us on this planet for many thousands of years to come.  Statesmen who know what they are talking about also foresee the next great world war, which may be upon us sooner than we think.  Only a thorough-going pacifist, who does not see the signs, can doubt this.  

“At the present time, all governments are arming at an ever-increasing pace.  Huge armies are being drilled; extraordinary steps are taken by all of the first-class powers to increase not only their land armaments, but sea armaments as well; and all countries are spending huge sums for airplanes, for war purposes.  Where the next blow will fall, and who will start the next war, no one knows.  That it will come sooner or later, no one doubts; and that it will be a far more cataclysmic war than the World War is also a foregone conclusion.  We need only to take the lessons of the recent World War into account, to imagine what will happen in the next one. 

“Of course, no one is anxious at the present time to start a war; yet all first-class nations are afraid of each other and, if one arms, the next must counterarm, in order to meet the threat.  All first-class nations are getting ready, and while none will admit that they themselves wish a war, yet the lessons of 1914 ae plainly before them.  Some fool may again drop a match into a powder barrel, and the whole world will be embroiled in another war.  That is what all nations fear, and that is why they arm. . .”  [Opening paragraphs]
