Bicycle Rack or Art?

One of a series of bicycle racks recently installed around Randwick by the local council. They're shaped like Penny Farthings and they've sparked a bit of a debate over whether they're utilities or works of art. Personally I think they're both.

The car on the right was actually a police car that I didn't see as I took the photo. One of the officers yelled at me and seemed to have a problem with me taking photos, despite it being a public space. I'm getting very tired of being harassed for doing nothing wrong. Even the police don't seem to know what photographer's rights are these days.
