Vibration/deflection measuring device

            Non-destructive testing of the new lamp posts they installed a few days before in our street.

Presumably the attachment on the JCB clamps onto the lamp post, this then applies controlled vibrations to it. A device is attached lower down and records the vibrations, or lack of. Presumably the results indicate if the post is pooped, or the foundations.

I wonder what is in this box of tricks? ...and how it works.
